Executive read

Community AI adoption is taking different forms across Southeast Asia. Recurring gatherings are prominent in Malaysia, curated professional exchange in Singapore, practical learning in Indonesia and large build programmes in Vietnam. Thailand has a much smaller observed footprint. The clearest differences lie in how often communities gather, the scale of their events and the mix of activities they offer.

Our internal dataset, supplemented by verified public event reports, contains 235 completed events across eleven countries, with 22,445 registration instances across 211 measured events. At least 202 events were in person. The strongest common signal is people gathering to learn, build and demonstrate what they can do. The evidence describes community programming and registration activity; it does not measure sustained adoption.

Our interpretation is that recurring practical programming forms part of Southeast Asia’s learning infrastructure. Put simply, communities give people somewhere to return when tools change, questions arise or experiments get stuck. They organise that support differently: through small recurring sessions, curated exchange and large build programmes. Whether participation leads to sustained AI use remains unproven. 18

Malaysia. The sample shows the region’s most frequent calendar. Its median event has 26 registrations, while larger programmes lift the mean to 89.5. The takeaway is continuity: small recurring rooms give builders somewhere to keep testing and asking for help. Larger programmes can bring new people into that activity.

Singapore. The sample shows a more curated calendar, with approval recorded for at least 65 of 85 events. Panels and roundtables have a median of 21 registrations; showcases have a median of 150. The takeaway is connection: smaller exchanges can help people work through ideas, while showcases can expose selected work to institutions and partners. The data does not show whether people or projects move between them.

Vietnam. The measured sample is concentrated in large programmes. The three largest events account for 83% of registrations. Smaller public calendars such as Code Beavers and OpenClaw VN show another layer of activity. The takeaway is follow-through: large programmes create reach, but builders need clear routes into communities where they can continue learning and building. 19, 20

Other countries. Coverage is either concentrated or too limited for a responsible national takeaway. The current evidence shows activity where it is recorded; it does not establish an absence of activity elsewhere. Better coverage is needed before comparing preferences, scale or growth.

Frequency and reach vary across the sample

The sample is concentrated in a small number of metropolitan areas. At least 82 Malaysian events are in explicitly identified Klang Valley locations. At least fourteen of Indonesia’s sixteen events are in Jakarta or Tangerang, and eight of Vietnam’s thirteen are in Ho Chi Minh City. Thai coverage includes institutional build programmes alongside Bangkok gatherings. These concentrations identify where the observed activity is strongest. They also leave substantial parts of each country outside the comparison.

Event frequency and registration volume tell different stories. Malaysia has 108 events and a median of 26 registrations, compared with fifty in Singapore. Malaysia’s mean is higher, at 89.5 against Singapore’s 72.3: its smaller typical gatherings coexist with larger programmes. Indonesia’s median is 137 across fifteen measured events. Vietnam’s is 169, but its three largest events contribute 83% of registrations. Medians and means together show how much outliers shape observed scale.

The same distinction appears within event formats. In Malaysia in July, nine hangouts account for 117 registrations while one hackathon accounts for 475. In Singapore in July, five panels and roundtables account for 279 registrations while three workshops account for 527. Event counts describe how often a format appears. Registration totals describe its recorded reach.

Access arrangements vary too. Malaysia has 54 free and 41 paid events, with pricing unknown for thirteen. Singapore is nearly evenly split between free and paid events, while at least 65 of its 85 events require approval. At least ten of Indonesia’s sixteen events are paid and ten require approval. These arrangements may shape who can participate, but the sample cannot isolate their effects from topic, capacity or promotion.

Following the same communities over time helps separate recurring activity from changes in the sources captured. Comparisons of May–June with July–August show both expanding and stable calendars. Some registration totals depend heavily on a single large programme. Recurrence is the firmer observation. Some Malaysian series expand, while a heavily represented Singapore series maintains its frequency. These are different trajectories within the sample. 18

Online learning extends beyond the geographic comparison. Some virtual sessions have no country assignment, including Indonesian-language programming. Public programme documentation describes online courses that combine guided exercises, discussion support and progression into further training. These are routes into practical learning; the documentation does not establish subsequent use. A fuller account would track delivery mode alongside country, with unassigned activity reported separately. 16

Registration peaks do not consistently coincide with the busiest calendars. Malaysia records 1,773 registrations from seven events in December, compared with 1,042 from 22 in August. Vietnam’s July total of 3,267 comes from two measured events among three sampled events. These contrasts make the number of sampled events essential to interpreting the monthly lines. The regional format mix changes alongside coverage. Malaysia and Singapore together contribute 43 of the 51 sampled events in August. A change in their programming can therefore move the regional distribution substantially. The monthly shares describe the formats offered in the observed sample; they do not isolate changes in participant demand.

The mean is the registration total divided by the number of measured events. The median is the middle event after sorting them by size, so one unusually large event does not pull it upwards. Malaysian workshops have a mean of 103.1 registrations and a median of 40.5; Singapore’s have a mean of 88.9 and a median of fifty. Vietnam’s workshop mean and median of 3,069 come from one measured event, so they do not describe a typical workshop.

Country comparisons

Malaysia

Smaller rooms, frequent gatherings

Malaysia has the largest event count in the sample: 108 events, with 8,950 registration instances across 100 measured events. Its median of 26 indicates that much of the observed activity happens in relatively small groups. At least 82 events are in the Klang Valley. A further nineteen events have location descriptions that are too ambiguous to assign to that metropolitan area with confidence.

Hangouts appear on 32 events and have a median of 16.5 registrations. Workshops appear on 29, with a median of 40.5 across 28 measured events; co-working appears on 22, with a median of thirty across twenty measured events. Eleven events carry a hackathon or hacker-house label, with a median of 111 across nine measured events. Community comparisons reveal recurring small practical sessions alongside larger tool-focused gatherings. Some become more frequent in July–August, although the short series do not establish durable growth. 18

Qualitative perspective

Our read is that Malaysia has two visible layers of activity. A distributed calendar of smaller gatherings supports recurring experimentation. Periodic workshops and hackathons create larger registration peaks.

The National AI Action Plan 2026–2030 places adoption across government and industry alongside talent, infrastructure and governance. This creates a policy context in which recurring practical learning can help people work with AI beyond an introductory session. The connection is an opportunity for implementation, rather than evidence that policy produced the observed event mix. 1

The practical priority is continuity between formats. Recurring sessions can provide time to resolve technical problems and form working relationships. Larger programmes can bring additional participants into that activity. Support is more likely to be useful when it funds the work between gatherings: testing with users, documenting progress and maintaining access to technical help.

Malaysia’s calendar combines recurring low-volume gatherings with periodic high-reach formats. In July, nine hangouts account for 117 registrations while one hackathon accounts for 475. In August, six hangouts account for 606 registrations. Format frequency and registration reach therefore move independently. 18

Singapore

Roundtables and larger showcases

Singapore contributes 85 events, 83 with measured registrations, and 6,001 registration instances. Its median is fifty. Approval is recorded for at least 65 events. The sample therefore reflects a substantial layer of curated participation, where access is often managed before the event. This is relevant when interpreting both scale and the kind of professional exchange that a programme can support.

Panels and roundtables appear on nineteen events with a median of 21 registrations. Fifteen events carry a workshop label, fifteen a hackathon label and ten a demonstration or showcase label. Their measured-event medians are fifty, 62 and 150 respectively. Community comparisons show stable recurring programming alongside a later increase in panel labels. Improved label coverage makes a programming shift harder to isolate; repeated identical registration values and recorded zeros also limit demand comparisons. 18

Qualitative perspective

Our read is that Singapore combines a stable calendar of focused exchange with rotating high-reach formats. Panels, workshops, hackathons and showcases each lead at different points in the observed period.

The May 2026 refresh of Singapore’s National AI Strategy emphasises ecosystem integration, enterprise adoption and sectoral expertise. An announced government partnership with a frontier model provider also sets out applied AI work, education partnerships and technical training. These commitments create potential routes to expertise; their effects on the sampled events are unmeasured. 2, 17

For institutions and investors, the relevant connection is between demonstrated capability and a credible next step. A demonstration becomes more informative when there is a user, a defined operating problem and a way to test performance. Curated sessions can help make those connections, provided participation is followed by decisions and practical support.

Singapore’s high-reach format rotates across the calendar. Three workshops account for 527 registrations in July, while five panels and roundtables account for 279. Panels rise to ten events and 536 registrations in August, alongside 431 registrations across two showcases. The increase in panel frequency does not establish a wider change in participant preference. 18

Indonesia

Workshops and practical learning

Indonesia’s sixteen events include fifteen with measured registrations, recording 1,787 registration instances and a median of 137. All measured events have positive recorded counts. The middle half ranges from 82 to 159.5 registrations, indicating a more consistent distribution than a total alone would show. At least fourteen events are in Jakarta or Tangerang, so this is primarily evidence about one metropolitan cluster.

Workshops appear on eight events, with a median of 140.5 registrations, and co-working on six, with a median of 122. Hangouts and panels each appear on three events. An added institutional build event extends the format mix without a comparable registration measurement. A heavily represented community provides repeated practical sessions across several months, supporting recurrence more clearly than accelerating activity. Its concentration within the sample makes the national format picture sensitive to the programming of one group. 18

Qualitative perspective

Our read is that Indonesia’s practical programming has a comparatively steady registration pattern. Workshops and co-working recur without the extreme peaks seen elsewhere. Most of this evidence comes from one metropolitan community.

Government talent-development activity connects advanced AI learning with universities and public-sector needs. An official February 2026 record also documents inter-ministerial discussion of a draft national AI roadmap regulation. These sources establish a focus on skills and governance; the draft-stage record does not establish final enactment. 3, 4

A useful next step is to connect repeated practical sessions with organisations willing to test the resulting capability. Extending that approach beyond the observed metropolitan cluster would also test its transferability. Local language, facilitator availability and the time participants can commit may determine how much of the format travels successfully.

Indonesia’s workshops recur from January through June, including two events and 264 registrations in March and three events and 361 registrations in April. The measured series is comparatively steady, without the large programme peaks seen elsewhere. Small monthly samples and concentrated community coverage remain material. 18

Indonesia shows sustained practical programming with comparatively steady registration activity.

Vietnam

Large build programmes, concentrated reach

Vietnam has thirteen events, ten with measured registrations, contributing 5,640 registration instances. Its median is 169. The largest event accounts for 54.4% of registrations, and the three largest for 83%. Eight events are in Ho Chi Minh City. The total therefore reflects a concentrated pattern of mobilisation.

Seven events carry a hackathon or hacker-house label and five a hangout label. Their respective medians are 614 and 99 registrations among measured events. Two additional finals have no exact registration measurement. Community attribution shows that much of the measured reach comes from a single programme source, with a large outlier. A smaller layer is visible outside the measured sample: Code Beavers’ Hanoi calendar has reached Coffee and Code #34, while OpenClaw VN describes itself as a new monthly Ho Chi Minh City meetup for learning and building with AI agents. These public calendars establish activity, not comparable registration counts or continued AI use. 18, 19, 20

Qualitative perspective

Our read is that Vietnam’s measured registrations capture large-programme mobilisation particularly well. Several format lines describe the same programmes. Smaller public calendars show another layer of activity that remains less visible in the measured sample.

The national AI strategy approved in August 2026 emphasises talent, infrastructure, data and practical value creation. Community build programmes can contribute to that direction by giving technical participants a setting in which to work on applied problems. Whether the work continues depends on access to users and support after the initial programme. 5

The investment question is what remains after the initial registration peak. Follow-up resources can support testing, technical handovers and maintenance. Assessing continued use at agreed intervals would make the difference between initial reach and sustained implementation visible, and provide a stronger basis for deciding which activities to repeat.

Thailand

National strategy, limited sample coverage

Thailand’s National AI Strategy 2022–2027 addresses skills, shared infrastructure, research and applications in government and industry. This provides a substantive context for practical learning and sector-specific experimentation, even though the participation sample is small. 6

Local programme decisions would benefit from repeated trials under comparable promotion and registration conditions. Connecting those trials with institutions that have clear implementation needs would generate useful evidence about both participation and the support required to apply new skills.

Institutional activity, emerging sample coverage

The Philippines enters the sample through one completed institutional event. Its recorded formats span building, demonstrations and discussion. No comparable registration measurement is available, so this establishes activity rather than event size or a recurring national pattern.

National policy combines research capacity with enterprise adoption. A public research review identifies prototypes, training and a next phase of pilot deployment. Linking community activity with organisations prepared to test and maintain applications would give practical work a route beyond the event. 7, 8

AI governance guidance provides a reference for responsible use across government and industry. Practical programmes can turn that guidance into working decisions about users, data and testing. The useful next measure is whether prototypes progress into supported trials. 9

Practical build programmes, selective coverage

Myanmar contributes three completed build events, spanning community and institutional delivery. All carry a hackathon label; two include demonstrations and one includes workshops. None has a comparable registration measurement. The spread across three months establishes repeated programming in the sample, without showing participant retention or a national trend.

Development support and local technical networks provide different routes into practical learning. Maintaining access to mentoring and opportunities to test applications matters beyond the initial build. The sample cannot establish how broadly those opportunities reach. 13

Institutional activity extends beyond the sample

The expanded sample now reaches all eleven Southeast Asian countries, but registration measurements remain concentrated in five. Six countries have event coverage without comparable registration counts. Wider geographic coverage improves visibility; it does not make the country samples equally representative.

Public institutions can connect community learning with research capacity, responsible testing and implementation needs. The ASEAN Responsible AI Roadmap provides a regional reference, while delivery needs to account for local language, infrastructure and institutional capacity. 14

Conclusions

Frequency and registration reach are separate signals. The most common format in a month is not always the one carrying the most registrations. This is clearest in Malaysia and Singapore, where one or two larger programmes can outweigh a busier calendar of smaller gatherings. Event counts describe continuity. Registration totals describe recorded reach. 18

Malaysia has two visible layers of community activity. Smaller gatherings recur across the calendar, while periodic workshops and hackathons create larger registration peaks. In July, nine hangouts account for 117 registrations while one hackathon accounts for 475. The recurring base and the high-reach layer should be read together. 18

Singapore’s high-reach format changes from month to month. Three workshops account for 527 registrations in July, compared with 279 across five panels and roundtables. In August, panels become the most frequent format and account for 536 registrations, while two showcases account for 431. The later rise in panel frequency is real within the sample, but it does not establish a single dominant participation pattern. 18

Indonesia shows the closest alignment between recurring practical formats and steady registration activity. Workshops recur from January through June, with monthly measured totals ranging from 77 to 361. The series has fewer extreme peaks than Malaysia, Singapore or Vietnam. Its concentration within one observed metropolitan community still limits the national conclusion. 18

Vietnam’s format peaks describe overlapping labels on a small number of large programmes. In July, one event contributes 3,069 registrations to both the workshop and hackathon series. These are not separate participant streams. The strongest conclusion remains concentrated programme reach, alongside a smaller community layer that is less visible in the measured sample. 18, 19, 20

Community trajectories are more informative than a rising regional total. Cadence, typical event size, registration reach and source concentration reveal different patterns of activity. Recurrence is widespread in the better-observed communities, while expansion remains uneven. Registrations do not establish attendance or continued AI use. 18

Methodology

Our internal dataset, supplemented by verified public event reports, covers events starting from 1 October 2025 and completed before 10 September 2026 at 00:00 UTC. Completion uses the recorded end time, with date-based fallbacks where necessary. Cancelled and postponed events are excluded. Two probable duplicate listings were removed, retaining the higher recorded registration count in each pair. Fifteen verified additions across ten countries supplement 220 event observations. The resulting snapshot contains 235 events and 211 measured events; twenty-four have no comparable registration measure. Registration values are frozen at this snapshot.

Registration instances are summed across events. They are not unique people or verified attendance. Thirty-three measured events have recorded zeros, retained in totals and medians; attendance was not verified. A recorded zero does not establish that no one attended and may reflect incomplete capture. Missing measurements remain missing. Means and medians use measured events only and retain recorded zeros. Means divide the registration sum by the number of measured events; each format has its own measured-event denominator. Country medians are not averaged into a regional median.

Coverage is selective, metropolitan and uneven across countries and time. Format labels overlap, and 39 events have no format label. Format event counts use all events carrying that label; format medians use only measured events carrying it. Pie charts and monthly format charts use shares of distinct label assignments; an event with two labels contributes once to each. Unlabelled events are reported separately. Geographic assignments use explicit location evidence. Unclear locations are not assigned to a metropolitan area. Online events with an explicit country remain in that country’s sample; unassigned activity is excluded. Event geography does not establish participant location.

Monthly charts cover October 2025 to September 2026. September is partial at the snapshot cutoff. Totals are assigned to the recorded event start date, falling back to the start timestamp in its recorded timezone, or UTC if unavailable. No included events lack a usable date. For multi-stage programmes, the first practical session supplies the start; application openings do not. A separately documented final may be counted once with its own dates and scope, excluding the wider programme and its participant totals. The charts describe registrations associated with events held each month, not when registrations were submitted. Monthly registration-by-format charts assign an event’s registrations to each distinct format label it carries. Their stacked totals are label-associated and are not additive. Months without sampled events or registration measurements remain gaps. Regional format shares pool label counts across countries.

Community attribution links 141 of the 220 event observations to 39 community records; 79 remain unattributed. Nine events have overlapping affiliations, so community totals are not additive. Umbrella calendars do not establish organiser identity. Community comparisons use May–June and July–August as equal full-month periods; September remains separate. First and last observed events do not establish when a community began or stopped. Missing measurements, repeated values and changing label coverage limit interpretation. 18

The notes labelled Qualitative perspective and the assessments in Conclusions are editorial interpretations of the event sample and public community documentation. They are distinguished from measured findings. No interviews, surveys or participant follow-up were conducted. Most community examples remain anonymous; two public Vietnamese calendars are named to make the smaller-community layer visible and are cited separately. Source note 16 describes the wider contextual review.

External additions require completion evidence and checks for duplicate coverage. Exact registration counts are included only when their scope matches the event. Attendance, programme participants, teams, approximate counts and targets remain separate. Commercial conferences and regional programmes without an attributable event are contextual evidence outside the sample. New public-source coverage is selective and should not be read as comparable surveillance of every country.

The sample does not establish national adoption rates, participant demographics, repeat participation, attendance or post-event outcomes. Policy sources provide institutional context, rather than causal explanations of registration patterns. All participation figures are published as aggregates. Country boundaries use public-domain Natural Earth cartography; they are geographic reference shapes, not event locations. 15
